New tire is rubbing against this bolt. The bolt doesn’t unscrew because the thread inside the frame came loose so it just rotates inside. What can I do to add clearance or to remove the bolt?

Remove the tire, put vise grips on the bolt, try rotating counterclockwise while pulling the bolt towards you.

Is the wheel adjustable in the dropouts? Is it possible to move it back a cm?

That’s a hack job for sure. Wrong type of bolt used and doesn’t need a split ring and washer. If I understand what your saying, the rivnut has lost its clamping force. You’ll need to use a flat head screwdriver, put it between the split ring and washer, twist to slightly add tension as you try to undo the bolt. Then throw the kick stand in the bin. Job done.

Is the screw really within the frame?
Maybe you can access the nut if you remove the kick stand.

Dremel it off whilst holding with molegrips. Rattly bit left in frame but hey ho at least the tyre wont get shredded. Or just dremmel 3/4 of hex to make it slimmer and non contacting.
