Yeah that’s dead. You could try and contact whoever you bought them from to see if they’ll refund or warranty.
Clean them up real good and then take pictures indoors and see if they will warranty it
Were they over-pressured?
That’s a strange place for a cut to emerge on a brand new tire. I wonder if someone hit it with their box cutter or something.
Either way, return that stuff and do not ride it.
A shop employee almost certainly cut it with a box cutter when opening up the package. Happened at my shop a couple times with rookie employees.
Seems like you must have hit the sidewall on something.
