Is the rear brake touching the wheel? Also, try elevating the rear wheel when you pedal forward

The tire or the rim is probably dragging on the frame or on the brakes. You might have to re-mount the wheel, or align the brakes. Try spinning the tire with the bike upside-down or with the tire lifted somehow, that will make the issue easier to see.

I once had a bike shop customer grab his rear brake while walking his bike across our epoxy the floor. The brake functioned but the bike continued forward with the wheel stopped gliding across the smooth floor . He then told us the brake obviously was not working correctly because the bike should have stopped.
This may be different but if you could take another video while holding the rear wheel in the air and maybe we can help further.
