From the article it at least didn’t seem to be a deliberate action to injure cyclists, but rather an errant (fighting) kite. They have coated strings designed to cut another kites string and are obviously likely to fly somewhere they aren’t supposed to be.
Doesn’t really help those two, but we’re not talking about a trap.

Kites are very popular with kids in Brazil. Cheap, simple fun.
Some kids will make fighter kites: take ground up glass, mix with glue, and apply to the string. Fly your kite around others and purposefully get the strings to cross, then pull and cut the other string.
The end result of this is glass-coated string littered around the roads randomly. Nearly invisible and sometimes at neck height.
Motorcycles are also common in Brazil.

I had this happen to me.
I was on my way to work on a bike path, in the dark. I felt the yank on my neck, but the strong snapped before cutting me open. But did leave a mark. I usually ride pretty fast (that section is smooth and fast, I was on my SuperSix Evo). I was pretty pissed off about it
A few days later I see a kite flying in the same spot. A homeless kid and his dad. Kid looked like a normal kid, like he just came home from school. The dad looked wrecked, like he led a very hard life.
I let the dad know what happened and asked that he be more careful, he doesn’t need the police coming down thinking he’s trying to attack people. He was very apologetic.

This story seems very odd. Unless the string was tight between two fixed points I find it odd it would do so much damage. I could see falling, but slicing into skin and causing massive bleeding is weird

Reading this my jaw hit the floor and then fell through my floor into my downstairs neighbor apartment. Did anybody find the stand user responsible for this JoJo’s Bizarre Adventure accident?

One time while riding on a very popular cycling trail a large family was flying some kits. Across the trail. As in, there were standing on one side of the trail, with their strings at neck height. Trip wire style. There was a wide field on both sides they could have used.
I had to dismount and duck to get through because they stood there staring as I approached.
Kite fighting is popular in Afghanistan. The string is coated with an adhesive and glass dust, or something like that, so as they fight they can act like saws against the other person’s string. (Source “The Kite Runner”). As a cyclist, I’ve got to say that this is more of my worst nightmare than getting hit by a car. I hope the riders are okay.
The bridge picture here may be the bridge where this occurred, but it didn’t occur on this segment. The box trusses would almost certainly keep a kite string from accidentally being held tight across a cycle path. The article has another photo later on showing cyclists on a causeway approach of a bridge where the head and shoulders of the cyclists are above the guard rail – a kite string could easily get caught somewhere and be pulled tight across the path if the wind is blowing across the bridge from the side closer to the cyclists – the guard rail might make the most likely place for the string to be right at the most dangerous height.
