In my area that would be a good deal as long as the frame is your size and the bike is mechanically sound. All depends on how your local market looks, in some places that bike would be worth $200 and in some it would be $500. Prices are very locally dependent

Yes. If wear parts like sprockets, chainrings and wheels (brake tracks) are good, 300 sounds about right. If you have to replace a bunch of stuff immediately, I would offer a little less.
