Is this saddle position safe and correct? It seems to be within the safe range on the top of the rails, but I'm unsure about the bottom clamp position

I’d ride it. You could also get a seat post without setback if you’re concerned. It would also look nicer.
I’ve wondered this, too. I had my seat too far back without realizing it and it cause a horrific creaking sound. I moved it forward and it went away.
It’s OK. But turn the lower part of the clamping 180° to better support the rails.

There are two rules and you look compliant with both:
1 – all clamp contact points must be on a straight section of rail – not even a hair of curved rail.
2 – the center of the clamp should still be within the rail graduations.
