I’ve bought a cargo fork (veloci) for my surly straggler. I’ve bought a new headset too and use my old front disk and brakes. Everything seems fine but when I’m riding downhill, braking give me a weird wobbling feeling on the fork. I’ve already installed an headset and I know about the preload, I’ve follow the steps meticulously. I know some brake system can give you the feeling the headset is not properly installed but it seems more than that.
As you can see, I have more than enough space for the preload, the stem bolts were loose, I tight the top cap at 5nm with a 5mm spacer between the top cap and the stem.

With the 5mn spacer, I think I have enough space for the preload.
Is that headset wobble or is it fork play? Looks like a lot of flex in the fork to me but hard to really diagnose it.
Looks and sounds fine to me, changing the size of a wheel on a frame not designed for it will absolutely alter the handling though, there’s good reasons why most bikes have larger wheels than this.
Likely just fork shudder from braking force. Hard to say without riding the bike myself tho.
It doesn’t look like the play is at the headset. I assume you’ve tested it by putting the front sideways, holding the brake and putting a hand around the headtube to feel for vibration.
I think the fork is simply just too long.
Does the top cover move when you are wiggling? Wrapping a hand around the steerer there has been my most repeatable method of detecting play.
The fork should be roughly the same length, so it’s unlikely to be the cause via flex etc. although the shift in wheel size does change the magnitude of the impulse movement
Are you sure the front axle is tight most of the time when I chase this gremlin it’s been the front axle/qr not being tight enough or properly seated,
