Bought a 27.5 DT swiss mtb wheel for cheap off marketplace, seemed like it was in good condition, just missing end caps, but on a closer look the drive side of the hub has a toothed insert that looks like it would fit what I saw online described as a start ratchet. Don't know much about wheels. Double checked with the guy to ask if he used this as a front wheel, is he full of it? What parts do I need to fully assemble this hub as a front wheel if I can?

This a rear hub. You will not be able to safely use it as a front wheel.
Rear wheel, that’s where the freehub goes.
It’s a rear. You can convert it to a front by vying a front hub and new spokes then restringing it. Depends on how much you know.
Would be worried about a few of those spokes too, look bashed and scraped
No thats a rear and a rear with some damage to spokes making it unsafe to use. Front wheels wouldn’t have the gears for freewheel ratchet pawls like that has.
Whoever sold you that saying it was a front knew this but all they saw was the money in your hand and didn’t care about anything else just seperating you from it.
Lmao that’s a back wheel with the free hub removed. Do you know what a ratchet and pawl is? That is what you’re looking at. That is missing the sticky out bit ( free hub ) that your cassette attaches to and allows for you to pedal the wheel forwards whilst not having to pedal whilst the wheel rolls
