Not really. You should really avoid 27″ wheeled old bikes. They are super antiquated and generally not the best build quality. For that kinda money get an old 700c hybrid pf some kind. Make sure it has Shimano components too

Looks like a solid deal! Good wheels and down tube shifters. I’m not personally a fan of center pulls (just my preference), but if it brakes well, then I’d go for it.

You can spend that kind of money on a tuneup. It looks like it’s all there. There isn’t a “blue book” price for bikes, but a new bike of good quality can start at $1000. You’d get a lot of miles out of that. It’s up to you, but you’d be ok.
