Appears that the shifter cable has snapped at some point. Likely inside the shifter. Needs replacement.

Probably broken from the inside. Judging by the look of the brakes the cables may be rusty as well causing the friction you tried to force trough
Some things to check before you start replacing parts;
– Look for fraying or breaks on the inner cable
– check to see if the cable inside the shifter is not stuck between anything
– try to operate the shifter without the cable
– try spraying some fine penetrating oil inside of your shifter to posibly get stuck parts moving again
