

"Hi, it's an old MTB from the 2010s or earlier. I'm just starting to learn about this world… I'm converting it from 3×9 to 1×11. While taking it apart, I noticed that piece of rubber is broken. Do you know if that part can be replaced on its own or if the whole wheel would need to be changed? Thanks in advance.

Its a dust cap and easily replaceable
Just a dust cover for the bearing assembly. I’ve never seen these sold as a separate part, and depending on the hub they all have slightly different dimensions. It’s not a big deal either way. I’d just ride with it as is. Grease will keep water out of the bearings.
Dust cap as others have said. You could scavenge one from a parts bin, or just try to bodge the existing one to cover the hole. Something like glue and tack might do it. All it’s doing is keeping gunk out of the bearings, the seal doesn’t have to be exact. You could also definitely run it as-is without too many issues.
