Brand new? Return it.
Specialized has a lifetime warranty against this stuff. Go talk to your LBS, they will sort you out.
Looks like a riv-nut was torqued too hard and spun, pulling the frame with it a little…
Warranty. Somebody on install didn’t read the very low torque spec on that bolt
