I was shifting down a gear to go up a hill and when I tried to shift back up it was really clunky. When I stopped, I realised the chain was slack and the rear derailleur wasn’t springing back. I assume there is something wrong with the spring. Any advice would be greatly appreciated!

Advice – get another one. You can get a better one for cheap! Shimano Tourney has a pretty spotty lifespan.. sometimes it lasts forever sometimes it dies in a week. You can get a far better one for about 20-25$. Could probably dig a used one out for 5$

These type of rear mechs tend to be really cheap. Less than 10 usd, 15 at an absolute push, you need a new one
Springs have failed & not a servicable item so its time for a new one.
