My Mavic Cosmic SLS started having a cracking noise when ridden, but only after the bike had had time to head up a bit (so only afternoons), which to me was really weird. I checked the wheel and I can see that the carbon fairing had sort of popped out from the aluminum rim.
Is the wheel toast, or can this be fixed?

Delaminating. So yes, new wheel required.
That fairing isn’t structural on this rim design, underneath it’s a standard alloy rim. You could crack the fairing or rip it off and the wheel would still be sound.
Check the wear on the brake track with a credit card. If there’s a significant concave profile, it’s time to swipe that card to buy a new wheelset. Sometimes there’s a wear indicator (a divot) on the braking surface. When that’s gone, your wheel should be too.
Check your breaking surface, it looks worn
