The screws on my bikes left crank arm keep coming loose and I think the crank arm is worn out, should I get a new one or should I do something else?

Looks fine from the photos. Maybe try some thread locker (after cleaning) on the bolts? Find out the correct torque and tighten them to that figure. The larger (silver) threads is just for removing the cranks, but you apparently don’t have any problem with that!
Looks fine, maybe get a torque wrench to be sure it is being tightened properly.
