My bike is 2 gears above what it should be. Recently I changed a snapped gear cable, been working fine up until now. If I put the tension too tight it jams in first gear. I have been tensioning it in 7th. Any fixes anyone can think of? I was going to go on a ride tomorrow.

Looks like a bent hanger or derailleur, doesn’t look like the chain is following the same path, but it could be an optical illusion as well.
The short answer is, you need to tune your derailleur. I could go in to a lengthy explanation on how to do that but there’s countless YouTube videos that can s show you with visuals rather than just text.
The unfortunate thing about derailleur tuning is that it’s both one of the most common and one of the most finicky things to do on a bike. But that was not meant to discourage you. It’s an invaluable skill to have and you’re not really gonna fuck anything up by trying and failing. A lot of the time it’s a matter of going through the process over and over getting it closer each time until it works.
Click it all the way down to the smallest gear, take the cable off and retension it. It looks like there’s either too much tension in the cable or an issue with the limit screws. If you remove the cable from the derailleur, spin the pedals and it drops down into the smaller sprocket, then you just had too much tension in the cable. I might be misunderstanding what your issue is, though. Do you mean that you click down to what should be the hardest gear/smallest sprocket, but it stays in that one in the picture?
It’s also possible you simply have the cable housing not properly seated in a cable guide
