I live in mexico city, where potholes and speed bumps are a staple of the city environment. That's why I went with a gravel bike (which I love) need it for speed in the city 21-28 mph but I also take it on the road and a few off road segments and TONS of uphill climbing. Which bike would accomodate to my needs better ?

Honestly, more gears does not mean better.
If hills are the problem, it would be cheaper to get either a new cassette with larger sprocket or smaller chainring up front.
