A borrower in our local bikeshare program returned with this. The only thing I can think of that may have caused this was the chain slipping off on the small gear towards the frame, getting stuck and snapping the derailleur. Bike stops, won't roll and borrower drags the bike back on the pavement sanding a huge hole in the tire.

Derailleur hanger broke and swung into the spokes under tension of the chain. More than likely just a weak weld that finally broke off. As for the fender, the hanger bent the support arm, driving the end of the fender into the tire and bent it into its current position while rolling forward.
Derailleur low limit screw wasn’t adjusted correctly. Derailleur went into spokes and derailleur hangar broke. Need a new hangar, derailleur, potentially chain if any links bent, and tire of course. I have no idea what made the fender do that. Cool that you have a bike share. But considering that you’re posting on Reddit are you set up with a local mechanic to build and maintain the bikes in the bike share? This failure should not have happened with a correctly built bike. And this will take a shop to fix. Did the city just buy bikes and make them the librarians problem? What’s the situation here?
