Are these marks normal on the S Works Torch white shoes?

Normal? No. It looks like this happend in the manufacturing process, its not a knife cut or anything. Were they expensive?
If it bugs you: return them and order new ones. If it doesn’t just wear them. After a few rides you’re completely fresh and white shoes are going to get a more used look anyway so yeah.

I wonder if it’s a joke or a serious question but if it’s serious, it is 100% normal. I don’t think you’ll look at your shoes with a magnifier when cycling
