Is this frame bag waterproof (effectively)?

I am looking to buy a new full frame bag and unfortunately don't have time to get a custom one made.

The Restrap one looks great and has a couple of sizes but they don't specify if it is waterproof. Restrap frame bag product page here

I've done some research and it seems that the fabric is waterproof as are the zips so I'm wondering if its just the presence of the cable hole that means they can't claim it is waterproof, when in most realistic use cases it will be.

Has anyone got any experience with this bag or can suggest another one that would be suitable? (extra points if its available in multiple sizes).

I'm looking for something with an upper and lower section and a divider in between. Document pocket (inside preferably) is a plus.
