Hey all! So I bought this Yakima bike rack (as it was recommended to me by a trusted biker) online (Walmart, but 3rd party is Spreetail) and when I got it, it was already built, and missing the hitch (base) , tools, and safety straps. Is it supposed to be like this or I got bamboozled? I’ve already returned it to Walmart and I guess the 3rd party is already notified about the situation, but they said best they can do is replace it. But I’m afraid it might be the same issue? Thank you for your time and help!

I don’t know if it’s normal, but I’d untrusted that trusted biker, send that puppy back, and get a good rack.
You likely got shipped a incomplete returned product. You’re also going to want a top tube adapter for that rack.
You want the kind of hitch rack that holds your bike by the wheels
