    Could be a few things – sometimes tires aren’t perfectly round (Maxxis in particular is known for this), sometimes the bead isn’t well seated (inflating to max psi and bouncing the tire around should fix that), sometimes the wheel needs to be trued (if you’re new that’s probably easier to have a shop fix but it’s doable at home if you’re inclined), and worst case it’s a bent rim (with this little wobble I’d say very unlikely but it’s possible).

    This is not a concerning level of wobble. It happens over time while riding.

    You can true the wheel now if you want to or just keep an eye on and it true it when it gets a bit worse. The reason to keep a wheel true is because wobbly wheels are weak wheels and you’re more likely to break spokes.

    Only specialized tool you will need is a spoke wrench. You’ll also need some zip ties to help you see where the rim is wobbly. Look up a beginner wheel truing video on YouTube when you’re ready.
