I tried to move rear derailleur cable so it won’t touch my chain in extreme position (small cog at front, small cog at the back) and I messed it up even more. Can I lock it in this condition or it will be better to replace it?
I would advice you to put an end oart on the brake cable

It’s probably just fine. You can twist the strands back in place with your fingers, then attach the cable. If it has a lot of extra length, then maybe cut what’s not needed.
But most importantly, put an end cap so that it won’t fray again. If you cannot get the end cap on the cable, then replace the cable.

Unless you can cut the cable (with a proper cable cutter) before the frayed part and get a cap crimped on the end, that fraying will tend to travel up the cable. You’ll probably have to replace it eventually either way

No need to replace it. Twist it and see if the strands will go back together. If not, cut it as close to the end as you can where it is still together and crimp a new cap on it.

a shift cable is under $5. Ask the shop for an end cap too.
Sure you can re use it but why bother?

I Think you can lock it but in any case you have to cut your cable to your desired length. So I would highly recommend you getting a cable cutter.

Just cut it back to a point where it isn’t frayed and put a cable cap on and you will be fine
