If you must fit near the clamp then you can look through your box of old light and reflector mounts to see if you can bodge something together. There are assorted handle bar extensions you can use to mount lights, bells etc. If you can’t do that then your into 3d printing and the like. Probably easiest just to buy a 31.8 bell.
