I'm trying to repair my son's rear tire. Removing the tire has proven difficult. Can someone provide advice? Ive worked the Allen wrench in both directions and it won't budge more than an inch. What am I missing?
That looks like a hack from a broken quick release skewer that is missing its lever. Those washers don’t belong either. And someone put that bolt in where the lever should be. I would grip it with some vice grips or channel locks to get it off. You will need to replace the quick release. Any local bike shop probably has a bin full of old QR skewers taken off broken wheels, and they might even give you one. While you are there have them demonstrate how to install a quick release properly..

Drive side
Wheel is the whole thing, tire is what sits on the wheel.
You can probably unscrew the quick release skewer from the drive side. Grab it with a locking pliers and twist off.
That’s some seriously hacked up quick release.
You should be able to unscrew it from the other side. Just replace it with a new skewer.
