I’d say the Scott is worth the extra bucks — carbon is a better material for bikes, it has disc brakes, and is much newer in general (ie, new 105 is better than old Ultegra).

It kind of depends on what you plan on using the bike for. First off it seems like there’s a difference in size. Do you know which one fits you better? That’s the most important thing. The next thing to think about is that the Scott is newer which means it can run wider tires if that is what you wanna do. I think the SCOTT is overpriced, not horribly but it is not top-of-the-line bike and he’s asking a top of the line price.

I like the Titus, and I think the price is better than the Scott, but fit is the most important deciding factor.

older Ti all the way. That’s a sick bike that will out live your grandchildren and be a blast to ride.
Carbon frames are a dime a dozen, can’t be repaired, will lose value over time, fail in fatigue, cant be crashed or dropped or man-handled.
Carbon is for extreme high performance, it has it place but it will never out endure titanium.
down the road when you are absolutely in love with your Ti frame, you can even have titanium disc brake mounts welded on.

The Ti bike is more interesting to me. The frame looks to be from the mid 2000s however the components are reasonably modern 11 speed mid 2010s. Price seems reasonable to good.
I’m generally sceptical about old low mileage bikes. People tend to underestimate the amount of milage they have put into the bike. Plus sitting for nearly 10 years is not always good for the bike. It is hard to say much about the bike from the one photo. From looking at the specs it is fully modern with flat mount hydraulic disc brakes and thru axles. I would price what a tune-up with a hydraulic bleed is and see if you can get that off the price of the bike. Getting around 1500 if it is low mileage seems interesting.
If your budget allows it might be worth looking at some new aluminum 12 speed bikes and see if your area’s shops have any deals. They tend to be around 1800-2200 USD.

If you are racing the scott is probally a slightly better/faster bike. If you just want to ride your bike and have fun the titanium one is significantly cooler (imo) and also cheaper.
Also they want too much money for that scott.
