When I was trying to take off the lower legs I turned the bolt counter clockwise and it's made like a pop sound I can't loosen or tighten it anymore I was supposed to turn it counter clockwise to loosen right? Is this still fixable?

Put the fork upside down, compress it and unscrew. What’s happening is the shaft spinning with the bolt, it’s normal. You have to compress the fork for the shaft to stop moving, then you will be able to take the bolt off.
Not sure on whatever fork this is, but this screw maybe threads into a damper rod that is round and therefore just spins. Try compressing the fork and then unscrewing.
