I was trying to do a lower leg service and I can't tighten it or loosen it anymore I'm supposed to turn it counter clockwise to loosen right? Is this still possible to fix?
I once had a similar problem on a cheap fork like you, and solved it going at the screw with an impact gun. Because the problem is that the cartridge shaft is rotating along the screw, and the impact gun won’t leave the shaft time to do it.
Another possibility is to compress the fork while you unscrew, after locking the fork is that’s available and you’re on the damper side. The friction between the shaft and the lowers should help.

Compress the fork while unscrewing
