Yes, you should be able to do this. Many rear axles are 10mm diameter and interchangeable. The second picture is missing a washer between the axle bolt and the frame.
There are plenty of options for lockable skewers that you could replace the QR skewer with
Locking skewers would likely be safer than ‘bolt on’ and much easier to install.
