A couple of straps. I like voile/ski straps because they have some stretch
I got some old Profile Century clamp-on aero bars with a broken armrest for free. Secured the tent to the bendy part with a couple of webbing straps, a long one kinda figure 8 style around the sides of the bars and a short one cinching the tent to the end to keep it foreward and off the controls. If you’re in a community with lots of Tri folk you might be able to score some cheap or free.
