Hi! I'm considering purchasing this used from a private seller, but I'm very new to the bike world and have no idea what I'm doing. I noticed this gouge in the metal under the seat. Should I pass on this bike because of it? Thanks for any help!

That’s completely superficial, and completely safe to ride. 0% worried about that one.
I don’t think so. The bikes aluminum so it’s not going to rust and it’s not structural so it’s just a pride thing. You could make a point to have them knock some money off, but they probably priced it knowing it was already dinged.
It’s only heal rub no something to worry about just use some nail Polish to cover it
Also, we agreed on $400 with the bag/rack included. I think it’s a good deal?
Inconsequential
Nice rack
If it bugs you a lot, go to one of the craft stores like Michael’s. They have a ton of different paints, and you can probably find one to match it. It’s not thick paint, but it can often hide things like this fairly well.
Zero concern. Nail polish comes in a variety of purples.
Liv bikes are solid. I believe this is the Liv Rove (can’t quite make out the name on the top tube but the style looks like a Rove). I’d probably talk them down to about $350. Brand new, the Rove is around $700ish and this one is probably a few years old.
