I purchased a Burley Tail Wagon so I can go on some bike touring with my pup, primarily on Forest Service roads and the like. I took it for a test ride and found the vibration excessive, even on (our admittedly poor) pavement. I've found the 16+ wheel kit Burley offers and an aftermarket suspension. Any thoughts as to which would be more effective? Would the suspension be worth the extra $50 (+shipping)?

Lets just say bigger wheels are generally of a very limited effect. You may still want to get them *along with* the suspension kit. Tyres generally suspend different frequencies/bumps as compared to proper suspension.
Regardless the path, do run the tyres slightly under-pressure. That helps a lot with rough pavement vibrations .. and rolling resistance, unfortunately.
