    Something is not seated how it should be, often a case of tightening the stem bolts before the topical is correctly torque down. Top cap first, then the stem to steerer bolts. That’s not to say the headset isn’t back in the right order. I recommend taking photos as you disassemble to get the oder right.

    Either your headset is loose or you need to loosen your stem then tighten the top cap.

    Your forkmis not lose. Your headset is loose. Losen the stem clamp bolts, tighten the top cap, tighten the stem.

    You may need to add a spacer if tightening the bolt is not solving the problem

    Top cap not tight enough is my guess, loosen the stem bolts and tighten the top cap until there is no more play
