I had a broken inner link so removed it and the two male links either side, and put in a quick link. The chain is now 2 links shorter overall and sits further forward in the dropout, as in the picture. Is this still safe to ride or do I need to get more links to add back in/new chain?

you could use chain tensioners if you don’t love that position
I ride a cargo bike with similar axle / dropout position at the rear. Absolutely fine after many months of riding.
The nut looks like it is making good contact with the dropout. Send it!
Not really if you’re using it as a fixed gear. Single speed freewheel, you’re OK.
Yes, mine was much closer to the end than that. I wasnt sure but since im not a mechanic I just rode it. Was fine haha
