Does such a bike exist? I've been trawling Google for hours and have come up empty-handed and sore-headed. I know next to nothing about bikes, so for all I know there's some engineering reason why a super-low step-through design won't work with an internal gear hub.
I'm in the U.S., 5'1" with short legs, and I'd like to spend no more than $1000 but could go up to $2000 for the perfect bike. My commute is only 2 miles one-way on paved roads with very infrequent, slow-moving cars and no hills. However, there are hills all around me, so I'd like a few gears in case I need to go somewhere else. I want to prioritize comfort, convenience, and ease-of-use over speed, efficiency, and agility.
I've been looking at regular bikes and don't necessarily want to spend more for electric, but if there's an ebike out there that fits my criteria (upright, very low step-through, internal gear hub) and is less than $2000, I'd like to hear about it.

The Specialized Turbo Como 4.0 IGH, currently on sale for $3250, comes closest to having everything you want.
For the price you are willing to pay, you can have a shop refit a bike such as the Cannondale Adventure, Momentum Vida Low Step, or similar offerings (Trek Verve Lowstep, Specialized Roll Low Entry). Maybe not the same shop you buy the bike from, depends on the vibe of the shop.
The majority of the expense will be the IGH unit itself and having the shop build the wheel for you, but should be well within your budget.
