I got a flat on my relatively new bike/tire and when I removed the tire and tube I saw that the tubeless tape was folded over and funky. They did a bad job installing! Could this have caused the puncture in my tube?
I did a very thorough once-over on the inside and outside of my tire and there is nothing. It is a pirelli cinturato gravel tire so quite thick and puncture resistant.

Did you run it with tubes?
It could be, but it could be a lot of other things. Where was the tube punctured?
This looks like factory rim tape, not tubeless tape so the answer would be absolutely yes if you’re running tubeless. If not running tubeless it shouldn’t really matter unless this somehow punctures the inner tube.
To answer your question, you have to find the puncture on the tube.
Pump up the tube to find the hole and compare it to the rim. If they match, then yes it caused your flat. If you want tubeless get it taped with the correct tape, add sealant etc.
