i honestly can’t tell if that bend in the top tube is supposed to be there or not lol. I cannot find anything matching this bike with that bend in the top tube.

Frame made for flatland maybe? The pegs are a giveaway too.
Edit: those are flatland bars as well.

That is an obscure looking bike. The low profile frame is good for racing.
