No. This bike has been left in the rain, I’d expect rust on all the bearings to go with the visible rust. Those ~~9-speed Sora~~ 2300 shifters were also some of Shimano’s worst.

That was my first road bike! Thanks for the nostalgia. Even that said, with my own bias, no, it’s not worth $300 in its current condition. You’d need a new chain, and possibly even cassette and RD. $100 is fair.
