If you’re concerned, you can take the tire off and sand it smooth with fine grit sandpaper or emery cloth, and then give it a quick hit with black touch up paint or spray paint.
Personally I’d just ride it.

You could always gently sand it down a little to take any sharp edges off. Then touch it up with black spray paint. Take the tire off first before you did this though.
Or just run your finger along that part. If it’s not sharp and doesn’t cut you then your tire will be fine.

The outer lip of the rim never comes into contact with the tube, so no, this scratch will not puncture your tube.

Shouldn’t be a big problem. Riding the bike will tell you right of the bat. Always you a plastic tire lever though when taking off your tire.

Traditionally, the inner tube goes on the … inside. So, no, it won’t puncture your tube.

Out of curiosity, how did the rim get damaged?

I can’t tell from the picture but be sure the scratch doesn’t damage your brake pad.

Likely fine to just ride, sanding would be safest, +paint for visuals,,,but sidewalls are usually pretty robust and unless the scoring edges are worse than the pics showing, probably are good. If interested , Pedro’s tire-levers my favorite, about $6 a pair. Good luck!
