First photo: Obtained a Deore v-brake (BR-T610) and noticed that the right arm on one of the v brakes had a part of its plastic tab broken. I'm wondering if this serve any functional purpose or is this a decorative or protective trim against dust/water?
When I checked another Shimano vbrake (Alivio BR-M442) it did not have any plastic cover on it.

Good rule of thumb on bikes- if it’s plastic, it’s probably cosmetic.
It’s a return spring bushing and I doubt you will have any noticeable change in its feel or functionality at all.
It’s only a cover to keep the dust away……
The spring only serves to push calipers back when you release the brakes, so if it fails, it won’t prevent you from braking, thus not a security risk. IMO you can let it be if it still works.
