Possibly. Has it been repainted? I’ve never seen a Simoncini with head lugs like that or with that typeface for the logo. Can you post a better shot of the Columbus decal?

Check the bottom bracket threads if they are english or Italian. Probably mid 80’s…Columbus SLX or SP tubing.
Sparkle paint like that could be Dupont Imron which is a really tough hard wearing paint. The older Trek bikes had it, and it lasted for years.
There is a chance you might be able to mount a 28C tire on that bike, but at least a 25C.
