So I have this issue on a couple of bikes. Both are 5-10 years old.
After I take them off – or even pull them back – I can’t reliably get them in position.
Will be especialy grateful for any fixes that don’t involve undoing the bar tape!

It’s time to replace them. They’re super cheap too, like $20 last I checked.
Push cover up even higher so they fit over the hook
Try and spray some rubbing alcohol in the inside to help lube them and slide them around to the correct place and let them dry
Spread the front of the hood side to side, pull it fforward away from the bike and up, and make sure the groove gets over the pin and seated around the base of it.
