First time refurbishing a bike and i’m struggling to figure out what I did wrong here. This is also the second friction shifter i’ve used and it still has the same issue. Any thoughts?

You need to tighten the black knob on top of the shift lever
It appears those friction shifters weren’t assembled correctly or weren’t tightened enough. Did you do anything with them?
Friction shifter needs more friction. Turn the friction knob on top of the friction shifter to add more friction to the friction system.
Is the cable housing new?
ah whoops, thought I had tightened it for some reason but that was totally it, thank you everyone!
More friction! Tighten the black knob until it behaves
Need to tighten the screw on the shifter
While you’re working on it, change that inner cable and put a ferrule on the end of it or failing that seal the end with a dab of hot glue. Catching your finger or thumb on the frayed cable hurts and it looks rough like that. Sure it’s not the cause of the insufficient friction but the cable probably needs replacing anyway.
Your friction shifter needs more friction. Tighten the wire handle on top of the lever to increase drag.
