Looks like 650b to me. Looks like a small frame, but could be 700
If the exact name Koga gave that particular model is still visible, you could look up the specs in their series of old brochures: [https://www.koga.com/nl/service/brochures/oude-brochures](https://www.koga.com/nl/service/brochures/oude-brochures)
I honestly can’t tell you, maybe 700s but good lord, please don’t rest it on the bare sprocket!

I would swear that it’s 700 (28″)
Measure from dropouts to brakes and you should get half of the ETRTO diameter. For example for a 622mm wheel you’d measure 311mm.
You can try measuring from the axle when you go check it out
