It’s a headset conical spacer. You can probably replace it with a smaller one.

You’ll always need a top cap on the headset. But you can get them in different heights. Google “Wolftooth headset top cap”.
There are also different types of headsets (ZS, IS, EC). And diameters. I’m guessing yours is a ZS44, but double check your frame spec for upper headset before you buy anything.
Replacement process is just like changing the stem or regular spacers. If you’ve never done this, watch a few YouTube video guides to make sure you reinstall the stem and tighten correctly.
Edit. I just looked up the Cube Nuroad EX aluminum version and it’s a ZS44.
