  1. No. That’s the maximum height possible with that headset system. And cockpit cannot be replaced either. The only thing you can do is to rotate the levers up on the handlebar.

    I am noting that the saddle is very high, so make sure it’s the right height for her legs. You might have a saddle too high, hence the saddle-to-bar drop is also large. In other words, look at the general fit, not just the bars.

  2. The saddle is super high, probably too high. I’d start there before trying to raise the front. Which you can’t. If she’s tall, I’d probably got gor a larger size.

    I’d say the saddle is too high. But if you are sure that’s not the case, bike fit to check all body mechanics, failing that return. What’s her inside leg in relation to the saddle height from the center of the crank.
