I have this older Park Tool bike stand which I love but the base is definitely not intended to be mobile: 150lb(70kg)-ish steel plate. I like moving the stand to various areas around my garage/yard depending on weather but the current base makes this difficult. I also only use one side as I don't have a second clamp. Any thoughts on what I might use as a cheap alt base that might be more mobile? Right now I'm leaning toward making something circular out of concrete. I figure it could be lighter and easier to roll.

Bro you can get at least two really good two-legged stands for the craigslist price of this one.
What you need is something large enough to not tip over. Weight isn’t as important if it is large enough. A large aluminum plate would be easier to move and just as effective. Concrete will chip and break as you move it.
Or heck, you could make a similar size thing out of tubular aluminum.
Personally, I mostly move mine around the basement and I have carpet stuck to the bottom which allows me to slide it around. Since you want to take it out to the yard, I’d simply look at some large locking casters. Or for on the grass just get a portable base and use the same jaws/heads in it.
You can find tool rolling carts and try to make a plywood adapter so it fits the circle base. Those have wheels that pop down to roll and then raise up so you’re on level feet while in use. They’re called universal mobile bases. I
How about finding a suitable set of these: [https://www.amazon.ca/HOLKIE-Retractable-Workbench-Template-Included/dp/B0C9ZGDG6L](https://www.amazon.ca/HOLKIE-Retractable-Workbench-Template-Included/dp/B0C9ZGDG6L)
The last thing I would do to make this more mobile is replace the base with concrete. It would probably be heavier and difficult to move. If anything, drill some holes and put 4 locking caster wheels
