Can’t tell what the raised bit is. If it’s the upper casing of the top bearing set you just need a new sealed bearing.
If it’s part of the upper bearing cover piece, just push it back down, or buy another one.
Headsets are one of the cheapest components on a BMX so I wouldn’t worry either way. Worse case scenario is a few quid/dollars and ten minutes with an 8mm allen key.
