If the grub screw is that far in then it’s definitely been tightened beyond 2nm, I’d check the condition of your fork steerer also

I doubt it will be unsafe. However, can someone explain the function of this spacer with screw? Seems fragile, and I saw that this problem is not uncommon. By the look of it, its only function is to hold the fork in place if the stem is not installed.

This is definitely more than 2Nm. Check the steerer tube of your fork for imprints/damage because of this screw at least.

Op, that grub screw is really just there to make assembly easier (it holds preload when the stem is removed for shipping).
Take the stem and all the spacers off and inspect your steerer. If the steerer is really not damaged (assuming this was only tightened to 2 nm and the crack is a defect), then you can reassemble without the grub screw. You will set preload with the stem instead (like 99% of bikes).

No, get the replacement. This happened to me when I first got my ultimate. It was over Christmas break and took almost 2 weeks to get the part (like you mentioned).
You need that piece because it is also a cap and has a dust seal on the bottom. It sucks but NEVER over tighten it. It’s only needed for shipping but it’s been designed into the bike to allow us minions to build our bikes at home abs not need a ship.
