Cannot get the seat post to stay up on this late 90s Hard Rock. The seatpost collar is integrated. Not sure what was originally on that collar, but I’ve tried several different QR clamps and cannot get it tight enough. I’ve tried super cleaning the post and seat tube and running it dry, and I’ve tried using carbon paste to add friction. The seat post is definitely the right size, it just won’t get quite tight enough to avoid creeping while I ride. Any other tips?

It’s meant to have a bolt. And your current qr is missing the backing plate on the lever side, the brass bushing shouldn’t be right against the frame.

best advice here is to go back to a binder bolt.

Maybe a 29.4mm seatpost in a 29.6mm hole (or similar).

I hate those things. They bend, get deformed, get loose, don’t hold the seat.
Advice: blowtorch it off and wild a new one on /s
Serious: shim it out to get even contact from the bolt head and nut. Then hopefully it’ll conform better
